As I know this question was asked already in the comments (I also tried through PM), but was not concretely answered.
If I remember correctly (forgive me if I didn't scroll through ~8.000 comments) the Blocks team said that they would need a "minimum amount" (that was sadly not concretely defined) of European orders to get a "EU-friendly" deal with the shipping agency.
And as you have:
113 Core + Strip
3801 Core + 4 Modules
291 Double Packs
8 Five Packs
1 Ten Pack
1 Mega Pack
So, in general round about 4.215 orders through KS alone (plus your own PayPal option).

So, my question is: do you reached the necessary amount of European orders to provide a EU-friendly shipping?
(As it looks you got already numbers from the shipping agency about how many you need, if you could say that a certain number is required)
Just a side information: when I'm talking about EU-friendly shipping, I'm talking about shipping from inside the EU (maybe from the Blocks office?)
Ideas like "hey, ship it declared as Value= (something between 0 and 22 euro)” or “declared as Gift” aren’t really an option because this is... let’s say a dark grey zone in the law.
Worst case someone would make a case of tax fraud out of it.
